CSS Community-Based Services consists of a broad range of programs that are vital to preserving and nurturing healthy family life, as well as assisting those individuals who are isolated from either family or other support networks. In addition to adoption and foster care services, immigration services, and senior community centers, Catholic Social Services operates ten Out of School Time Programs and a dozen Family Service Centers in Philadelphia and the four surrounding suburban counties.

Counseling Services

Outpatient Counseling Services are available at some of our regional Family Service Centers and other locations, through Catholic Clinical Consultants, a division of Catholic Health Care Services. Licensed therapists offer counseling to individuals, married couples, and families to help them deal with stress and anxiety, substance abuse, relationship conflicts, and other behavioral or mental health issues. Fees for counseling are modest and most insurance plans are accepted. Counselors are respectful of the religious convictions of those clients who wish to incorporate their beliefs and values into their search for wholeness and emotional well-being. Immigration Legal Services

Legal Counseling Services Serving the needs of immigrants has been a cornerstone of the social mission of the Church in Philadelphia since its beginnings. In 1975 the influx of Southeast Asian refugees prompted establishment of Immigration Services. Bi-lingual staff provide low-cost assistance in document preparation, legal counsel and representation, translation services, and access to applicable social services. Over 500 clients annually are assisted in their efforts to reunite their families through application for visas, work authorization, asylum, permanent residency, and citizenship. Advocacy, training, and community outreach efforts help to advance fair treatment of immigrants and protection of their rights. Legal services staff assist clients with residency or citizenship issues to prepare and submit applications with U.S. Citizenship and Immigration Services, and staff lawyers serve as advocates in Immigration Court. The service is recognized by the Board of Immigration Appeals.

Out of School Time Programs

Out of School Time Programs are school-based community centers that offer an array of creative after-school activities in the late afternoon, early evening, and some Saturdays, aimed at youth development and family support. These programs are located in neighborhoods with high poverty and crime rates and significant child welfare problems. Programs are educational, social, and recreational in nature, and serve school-aged children and adolescents from the community.

Senior Community Centers

Four senior community centers in Philadelphia together serve 500 senior adults daily who are living in the community. Located in the Norris Square, Port Richmond, West Philadelphia, and South Philadelphia neighborhoods, these centers offer local seniors the opportunity to enjoy hot meals, social and recreational events, art and music activities, spirituality programs, and day trips. Seniors also receive classes about health and nutrition, consumer issues, and computer usage, all free of charge. The Senior Community Centers are now operated by Catholic Health Care Services. Archdiocesan Senior Citizens Clubs — Catholic Social Services provides logistical support and resources to over 100 self-directed Senior Citizens Clubs associated with parishes throughout the archdiocese, and serving a membership of over 13,000 senior adults.
